Reduce heat, and simmer, covered, until rice is tender and has absorbed all the water, 16 to 18 minutes (check only toward the end of cooking time). The rice will be studded with steam holes when ready. 2. Mince garlic. Make: 1. Heat oil in pan. 2. Add garlic, fry gently (don't burn). 3. Turn off heat. 4. Then, with heat off, mix rice into cooked garlic. 5. Add salt to taste; serve.
