Prep: 1. Preheat the oven to 400. 2. Slice fennel. 3. Zest and juice lemon. Make: 1. Cut 4 larges pieces of parchment, about 15" long. Scatter 1/4 of fennel over half of each sheet. Top each with a piece of fish. Sprinkle with lemon zest and juice, capers and olive oil. Season with salt and pepper. 3. Bring the long side of the parchment over the fish, then fold edges together, in by inch, to form an airtight packet, much like a calzone. 4. Place packets on a baking sheet. Bake until fish is opaque throughout, about 12-15 minutes.
