Prep: 1. Preheat oven to 500, line a baking sheet with foil. 2. Zest and juice lemons, chop scallions, garlic, parsley. Make: 1. Caesar sauce: Blend in food processor until smooth: garlic, parsley, anchovy paste, mustard, mayonnaise, lemon zest, lemon juice, salt, and pepper. 2. Sprinkle fish with salt and pepper, and coat both sides with half the Caesar sauce. Place fish in prepared pan. Roast fish in preheated oven for about 10 minutes, until the center is just cooked. 3. Meanwhile, heat oil on high and add capers for 1 minute. 4. Serve: Fish topped with extra sauce and sauteed capers.
